Job Description


Provide optimum test solutions and strategies through the effective management of people, systems, procedures and equipment. Drive innovation and continuous improvement within Test Engineering by harnessing new technologies in the areas of systems, equipment, and processes. Provide exceptional support to customers, team members, and shareholders.



Recruitment and Retention:
·         Recruit, interview and hire Assistant Test Engineering Managers.
·         Communicate criteria to recruiters for Test Engineer and Test Management position candidates.
·         Coach Test Engineering Managers in the interviewing/hiring process.
·         Monitor team member turnover; identify key factors that can be improved; make improvements.

Employee and Team Development:
·         Identify individual and team strengths and development needs on an ongoing basis.
·         Create and/or validate training curriculum in area of responsibility.
·         Coach and mentor Test Engineering staff to deliver excellence to every internal and external customer.
·         Create and manage succession plans for Test Engineering and Test Management functions.

Performance Management:
·         Establish clear measurable goals and objectives by which to determine individual and team results (i.e. operational metrics, results against project timelines, training documentation, attendance records, knowledge of operational roles and responsibilities, personal development goals).
·         Solicit ongoing feedback from Workcell Manager (WCM), Business Unit Manager (BUM), peers and team member on team member’s contribution to the Workcell team. Provide ongoing coaching and counseling to team member based on feedback.
·         Express pride in staff and encourage them to feel good about their accomplishments.
·         Perform team member evaluations professionally and on time.
·         Drive individuals and the team to continuously improve in key operational metrics and the achievement of the organizational goals.
·         Coordinate activities of large teams and keep them focused in times of crises.
·         Ensure recognition and rewards are managed fairly and consistently in area of responsibility.

·         Provide communication forum for the exchange of ideas and information with the department.
·         Organize verbal and written ideas clearly and use an appropriate business style.
·         Ask questions; encourage input from team members.
·         Assess communication style of individual team members and adapt own communication style accordingly.


Business Strategy and Direction:
·         Know and understand the campus strategic directions.
·         Define, develop and implement Test Engineering strategies which contribute to the campus strategic directions.
·         Develop an understanding of the Workcell business strategy as it pertains to Test Engineering.
·         Provide regular updates to BUM, WCM, and Operations Manager on the execution of the strategy.

Cost Management:
·         Identify creative ways to reduce cost by streamlining processes and systems (i.e. modification of responsibilities or consolidation of tasks, elimination of non-value-added processes, or complete re-engineering of processes and systems).
·         Utilize tools to monitor departmental cost and cost trends, striving continuously to improve value.
·         Provide feedback to peers (BUMs, WCMs, Functional Managers (FMs) on cost and cost trends.

Forecast Development and Accuracy:
·         Prepare timely forecasts for the department.
·         Compare forward forecast results to historical actual results for trend assessment and analysis.


·         Identify creative ways to reduce cost by streamlining processes and systems (i.e. modification of responsibilities or consolidation of tasks, elimination of non-value-added processes, or complete re-engineering of processes and systems).
·         Drive continuous improvement through trend reporting analysis and metrics management.
·         Assess the adequacy of data gathering methods utilized by the Workcells.
·         Assure that procedures and work instructions are efficient and not redundant.
·         Offer new ideas and suggestions for improvement. Identify and implement new practices and processes.
·         Demonstrate a commitment to customer service; anticipate, meet, and exceed expectations by solving problems quickly and effectively; making customer issues a priority.
·         Lead by example.
·         Rehabilitate troubled Workcells or to help during product launch. Foster a “back to basics” mentality during these times.
·         Establish new measurement systems if/where possible.
·         Exchange knowledge and information with other Jabil facilities to ensure best practices are shared throughout the Jabil organization.
·         Ensure 100% adherence to all company policies and procedures (i.e. Health and Safety, Quality).
·         Ensure all sensitive and confidential information is handled appropriately.
·         Evaluate customer test strategies and recommend appropriate test solutions to support customer requests.
·         Drive the development of specialized test equipment and software.
·         Manage the procurement of test equipment.
·         Adhere to all safety and health rules and regulations associated with this position and as directed by supervisor.
·         Comply and follow all procedures within the company security policy.
·         May perform other duties and responsibilities as assigned.


·               Ability to read, analyze, interpret and communicate regarding common scientific and/or technical

journals, financial reports, and legal documents.
·               Ability to solve practical problems and deal with a variety of concrete variables in situations where only

limited standardization exists.
·               Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
·               Deep knowledge of electronic test equipment such as RF measurements principles and techniques and be

familiar with Spectrum / Signal analyzer, VNA, VSG, Arbitrary Waveform generator, Power meter and

Power sensor, programmable power supplies, logic analyzer, power meter, DMM, data collection equipment and others.

·               Ability to understand technical specification for each of the instruments mentioned above.

·               Knowledge in digital system design involving high-speed communication protocols.

·               Good statistical knowledge is required for data interpretation and analysis. Experience in utilizing

measurement uncertainty techniques and GR&R to predict and improve test yield. Design for Six Sigma

(DFSS) experience is a good value add.

·               Ability to provide technical support and negotiations of test instrument selection.

·               Ability to perform troubleshooting to the component level and provide root cause analyze.

·               Ability to provide technical explications (communication) about testers, product, manufacturing process


·               Ability to work independently and as a team player.

·               Ability to establishing a good working relationship with members of functional departments, business

management and customer.

·               Ability to provide recommendation and discuss with customer about test solutions, improvements, Jabil

standards, prevent quality issues, DFT, etc.

·               Ability to identify product characteristics, technologies, test plan and any other factor in order to provide

                A training plan for test technicians and engineers.

·               Ability to identify debug stations capabilities.

·               Ability to generate or develop technical and practical training for product theory and instrumentation


·               Ability to provide technical training

·               Deep knowledge of computer work, including familiarity of programming languages.

·               Technical knowledge of:

o Cellular - WCDMA, LTE and LTE-A, HSDP Family, GSM Family

o Point-to-Point and Point-to-Multipoint

o WLAN – WiFi (IEEE802.11 xxx) Z-Wave, Zigbee

o PAN – BT and BLE


o 5G


·               A Bachelor’s degree in electrical or electronic engineering technology (Communication technologies).

·               BSEE with 10 years’ + experience in functional testing wireless products

·               Or MSEE with 8 years’ experience in functional testing wireless products

·               Minimum of 10 years + work-related experience, minimum of 5 years management experience required.

·               Or a combination of education, experience and/or training.
